Nan, c'est justement le fait de passer l'interface up qui déclenche la négociation.
Pour le reste tout d'accord, pppoe0 initie la négociation mais ne reçoit pas de réponse, je penche donc aussi pour un problème de configuration du netopia.
J'ai toujours pas d'adresse IP du FAI mais j'ai ré-initialisé le modem et voici maintenant ce que tcpdump donne :
