I'm not sure the information you quoted is actually up-to-date. I cannot verify this myself right now, but according to the following page and the real-time information pages referenced there, at least one EGNOS satellite is operational. There seem to be a total three satellites, two of which have actual valid signals and one is a testbed with potentially incorrect signals.
