A birthday party that ended with the fatal shooting of a teenager in the parking lot of a Paddock Hills youth center in January violated Cincinnati Municipal Code because organizers charged admission and didn't have a dance hall permit, a judge ruled Tuesday.

Barry Isaacs, a 25-year-old Roselawn resident and director of the center, Hope4Change, was commanded Tuesday by Municipal Court Judge Heather Russell to pay fines associated with two tickets he was issued by the Cincinnati Police Department earlier this month for neglecting to obtain admissions tax and dance hall licenses for the event held Jan. 22.

Isaacs waived his right to a jury trial and paid $408 in fines to the court Tuesday, according to court documents. The sentence does not carry jail time or probation.

"I'm 25 years old, and I'm just learning," Isaacs said Wednesday. "I will learn from it."

Isaacs said he asked the individuals who rented the facility that night whether anything going on would require a permit.

They told him it was a private party, Isaacs said, but police later discovered the event had been publicized on social networking websites and there was a cover charge to enter.

Isaacs says those who threw the party pocketed the money collected at the door; because he is the operator of the facility, he was issued the citations on Feb. 9.

"I didn't feel like I was in the wrong at all, but at some point you have to take responsibility," Isaacs said. "My main thing is to move forward."

He said he's devastated that Uriah Ware, 17, was shot in the head out front of the facility that night and died. Rufus Hummons, 18, and Deon Smiley, 17, were charged with murder on Feb. 2. They are both jailed.

Hope4Change had been operating as a youth center since April, offering art classes, a sound studio, boxing and mixed-martial arts to area teens.

"I wanted to use Hope4Change in a way to give back," Isaacs said. "I wanted to reach out to African-American kids and let them know that whatever situation you find yourself in, you can make something of yourself."

The facility closed after the shooting. Isaacs would like to reopen at some point, but isn't sure when that will happen.

"This has been a huge loss," Isaacs said. "The reason I am thinking about reopening is because of all the people who called me and told me this was the reason I started the organization - to prevent what is going on."
