La décision du gouvernement de retenir la norme de compression MPeg4 pour
les chaînes payantes de la Télévision numérique terrestre (TNT) est en
contradiction avec le désir d'une partie des milieux de l'audiovisuel, qui
auraient préféré qu'une même norme, la MPeg2, soit retenue pour les chaînes
gratuites et payantes de la TNT.

Le Premier ministre Jean-Pierre Raffarin a annoncé jeudi soir, peu avant de
partir en vacances, que la norme de compression Mpeg4 sera retenue pour le
lancement des chaînes payantes de la TNT.

Selon Matignon, "la norme de compression MPeg4 sera rendue obligatoire pour
la diffusion des chaînes payantes de la TNT et des chaînes en haute
définition".

Plus performante que la norme Mpeg2, la norme MPeg4 donne une plus grande
capacité d'accueil aux réseaux de la future TNT.

M. Raffarin prend ainsi le contre-pied du Conseil supérieur de l'audiovisuel
(CSA), qui, le matin même, avait rendu publique une lettre adressée au
Premier ministre, lui demandant d'adopter pour les chaînes payantes la même
norme que celle qu'il avait choisie pour les chaînes gratuites, c'est-à-dire
le MPeg2.

Selon le CSA, "le choix de la norme MPeg4 pour les services payants irait à
l'encontre des souhaits de la grande majorité des acteurs de la TNT
(éditeurs de services et diffuseurs techniques) et serait de nature à nuire
au succès de la TNT".

Ainsi, le choix de la norme MPeg4 était mal vu par le groupe NRJ, qui sera
présent avec une chaîne musicale parmi les chaînes gratuites de la TNT
lancées en mars 2005 en norme MPeg2. "Si le gouvernement veut imposer la
norme MPeg4 pour les chaînes payantes, il doit savoir que cela provoquera au
sein des multiplex (système technique d'émission) panachés de chaînes
gratuites et de chaînes payantes, des perturbations très importantes, sur
les plans technique, contractuel et financier", écrivait le groupe fin
novembre.

De son côté, le groupe TF1, présent dans l'offre gratuite de la TNT, et qui
souhaite également être présent dans l'offre payante, s'est finalement
rallié à la norme MPeg2, après avoir fait campagne pour le MPeg4. Interrogé
par l'AFP après l'annonce du gouvernement, TF1 s'est refusé à tout
commentaire immédiat.

Les adversaires du MPeg4 font valoir que la choix de cette norme, qui n'est
pas encore opérationnelle, risque de retarder le lancement des chaînes
payantes de la TNT, prévu pour septembre 2005.

La société civile des Auteurs Réalisateurs Producteurs (ARP) est favorable à
la norme MPeg4, qui permet, grâce à sa grande capacité, aux réalisateurs de
films et de téléfilms de tourner en haute définition. Mais elle préconise en
même temps un lancement "décalé" à l'automne 2006 des chaînes payantes pour
permettre la mise au point de la norme.

Selon le Premier ministre, le choix de la norme MPeg4 "libérera des
ressources hertziennes sur les multiplexes planifiés pour la TNT". "Ces
ressources, ajoute M. Raffarin, permettront d'autoriser de nouveaux
services, par exemple des services locaux, et de développer la haute
définition et les services de télévision sur terminaux mobiles".

Il s'agit d'une norme "d'avenir", souligne une source proche du dossier,
pour justifier le choix du gouvernement. "Les gens vont avoir de plus en
plus des écrans plats, une réception par le cable ou le satellite", ajoute
cette source, estimant que "progressivement, les chaînes hertziennes vont
disparaitre au profit du cable" et qu'"on est en plein dans ce mouvement
technologique".

Add broth (optional) cook a few more minutes.
Add the cornstarch, cook a few minutes till thick,
then place the stuffing into a colander and cool;

Add sausage, salt, crab boil, lemons and garlic.
Drop potatoes in, boil for 4 minutes.
Corn is added next, boil an additional 11 minutes.
Put the live babies into the boiling water and cover.
Boil till meat comes off easily with a fork.
