The error message means that you had spyware installed on your PC and that you have hopefully removed part but not all of the spyware in question. You don't want the file PGSDK.DLL which is not part of your operating system but instead need to remove the entry from MSConfig | Startup that was placed there to start this spyware each time you booted your system.
PGSDK.DLL You probably have Promulgate spyware installed on your system as a result of installing a P2P file sharing program. Have you got the Delfin Media Player from http://www.delfinproject.com on your system? This is spyware often associated with installing Kazaa and is often implicated in the error messages you are seeing. If present I would suggest you dump Delfin Media Player.
Since you have one such unwelcome guest on your PC I would recommend you download yourself a copy of the free Ad-Aware 6.0 from Lavasoft (http://www.lavasoftusa.com/software/adaware/) and perhaps also SpyBot (http://security.kolla.de/) and scan your system for and remove any unwanted parasites, adware, spyware, foistware and any other junk that might be hiding on your PC. -- Mike Maltby MS-MVP y saludos mios.
