annoying spam pop-ups via the win2k/xp messaging service, so i guess it IS
possible to do so.
How is this done?
it is understood that both sender+recipient have the windows messaging

Oh, ya -- it's possible (one of the benefits of netbios over tcp) as long as the messenger service is started and the proper ports are open. To disable incoming messages you need to block a port or two, you can probably find some posts here or search google for them (I should know them, but I can't remember right now). I'll get blasted for it, but a quick fix is to disable the messenger service. This is not recommended because it is used for other things that you may or may not require, but it works.
