SPS can OCR Filter TIFF files & it does a very good job also. one of the better things we have seen about SPS.
1) The TIFF filter that is installed by default with SharePoint Portal Server does not perform OCR on the TIFF files that the TIFF filter indexes. To enable OCR so that TIFF file contents are indexed, run the Tiff_ocr_on.reg file in the SupportTools folder on the SharePoint Portal Server CD
2) make sure default content access account on the server is a member of the local Administrators group.
