"elle redémarrera sans starter mais va caler un céder le passage un peu
plus bas et la de nouveau impossible de la redémarrer"

Note very easy to translate this french sentence.
With Google translate, we have:
"it will restart without starter but a wedge will give way a little further
down and again impossible to restart." :-)

Please do *not* use Google for idiomatic sentences like this one.

A more correct translation would be :
" It will restart without pulling the choke but will stall [at] a stop
sign a little further and there again it won't restart. "

'Elle' is literally she, but as a car is implied it is an 'it' in english.
The 'starter' is the choke of the car
A word is probably missing in the original text making the sentence
unparseable, I presume the most logical 'à'.

'caler' intransitive is to stall, but 'caler' transitive is 'to wedge'
'un céder le passage' is not exactly a stop sign, but a sign that
commands to give way.

So literally the sentence means the car will wedge a road sign, but I
presume the car will stall at the sign while yielding.

'impossible de la redémarrer' means 'impossible to restart her'...

"She(1) will start without choke(2), but will stall to a 'Yield'(3)
further (or lowermost?) and again impossible to restart"

(1) Elle: The car or the women

(2) Choke ('Le Starter' in French) does not exist recent french car
(since 20 years) now: injection (no chock)

(3) A word is missing (_à_ un "Cedez le passage")
I think, this is the sign:
http://www.valesdunes.fr/cedez-le-passage.jpg
in French, we call it "un Cédez le passage"
English: Yield

Hope this help ;-)
