[update][securebat] version 2.12.3

Bonjour,

Nouvelle version de SecureBat (la version sécurisée de TheBat)
Comme pour les autres versions: il n'y a pas de différence entre une
installation de base et une mise à jour (on met à jour par dessus
l'ancienne version)
