What does 'SERTE' mean in English?

I'm a US media arts student (who is very interested in broadcast
engineering ;), and I've seen the facility named 'GlobeCast Paris
SERTE' on a few TV testcards I've seen on the net.

I know that the SERTE is a major French/European video transport hub
as well as GlobeCast's headquarters, but what does 'SERTE' mean in
English? (It probably means 'network technical ....')

Thanks for the clarification.
