Depends... 1. BUDGET? 2. Operations 3. And how far you want to go.
1.Budget.. you need to know how much you want or can spend. A modest mobile rig will go for about $150. While a handheld a little less pending bells and whistles.
2. Operations.. what do you want to do? Local repeater work? Maybe work some DX on 6 meters? Or maybe the fav of HF? How about satellite? Packet? Slowscan TV, Fast Scan TV? APRS? Oppurtunites are endless.
3. How far do you want to go...? Some people are fine with doing local work on one antenna. Others seem compelled to have a tower farm. Again, oppurtunites are endless, and so is the price tag. As far as experience goes with equipment, stay away from the Radio Shack HTX-252 2 meter (144MHZ)25 watt mobile radio. It only has 10 memories and is a POS! Price the same as the Icom 2100, with 100 memories, 50 watts of power, dual color display. Etc etc.
$200 will get you a decent 2 meter rig and antenna for the car. $250 same rig and base antenna for house. Again, depending on what you want will depend on the price. Good luck and happy hamming. Mike KC2JGA

I went with a Kenwood TH-F6A as my first rig when I got my ticket back in January. I've since added a couple dual band mobile rigs to my equipment list. If I were buying an HT now, I'd probably go for the new Yaesu.
