y a déjà une taxe similaire en france (qqch comme 0.5?/CD vierge, 2.5?/DVD vierge, X.X?/Go de disque dur), c'est pas pour ça que c'est

Ben si, malheureusement.. Quand un gouvernement ne peut contrer la délinquance, il en fait payer les frais au peuple entier en attendant d'attraper tout les délinquants présumés :-(
